What size hook is that, what size minnow are you trying for, and what material are you using?
This is my favorite minnow pattern, fast, easy to tie, and about endlessly configurable.
Ten minutes, tops…and that’s if I’m talking a bunch…
size 10 hook, congo hair, for gills

So pretty small.
Consider craft fur. It works well.
On a #10 hook I’d bet two tie ins, with a little flash underneath would do it.
One at the bend of the hook, another closer to the head reverse or hollow tied.
