Launching wheels

Ok, I tried to stay away for a bit and tried not to ask too many questions but here is one I need help with. Launching wheels, I don’t want to spend a lot and I’m sure one can build them. Does anybody have any instructions on launching wheels. I think it is something really useful to own but I don’t want to spend a lot of money.

i think you said you bought a water skeeter brand, why not by the wheel for you brand

I already tried the first option but it is out of stock. I liked the last link, it looks pretty easy.
