Barge Cement is the best. Might be available at Home Depot or Lowe’s.
I just re-did mine with Plumber’s Goop with good results.

Wrap saran wrap around the glued part and bind everything down tightly with duct tape, the saran wrap keeps the duct tape from gumming up the boot

Shoe Goo…I think all the Shoe Goo is the same…plumbers…Marine…It all looks the same, smells the same and does the job. Blue, Green or Grey tube…you will not be disapointed.

Barge is and has been my choice for years. I buy it by the quart from shoe-making and leather craft suppliers.
One additional tip I can offer from years of leather crafting, shoe repairs, and resoling when using Barge. Make sure to use more than one coat on porous surfaces like felt. Allow the first coat to dry for 15-20 minutes before applying the second coat. The first coat will soak into the felt and the additional coat(s) on top of the first will create an even stronger bond.
Also make sure to follow Vocelli advice and let the glue dry AT LEAST 30 minutes before sticking the pieces together it will REALLY stick. I also follow up with my cobbler’s hammer all across the sole and heel surface before I take it to the shoemaker for stitching.

I’m not sure if this is your idea, but I used it to patch my boat shoes that I refused to throw out yet (too many good memories and they still had a few more left in them). I also loaned it to my neighbor that took a really nasty step and tore his waders. He said it worked great.
Just an idea. Your local dive shop probably has some.
