Let’s say you wanted to make ‘shaped’ wings for dry flies (mayflies, caddis, stoneflies)made out of feathers and you had a choice: A)Would you prefer to use Wing Burners or some type of Cutter? B)Why?

If both produced equal quality result the cutter would be a no brainer in my mind just so I wouldn’t have to smell feathers burning.
I would definitely use a burner. Mainly because of the problems of keeping a cutter sharp, but also because it is faster, and you already are holding the feather in the burner tweezers which makes placement on the fly thorax easier.
