I think this just goes to show that hatchery trout are not the greatest idea, especially put and take hatcheries. Selective release of fingerlings can work, but the concept of catchable sized hatchery fish isn’t the best from my perspective. Wild trout are the way to go. In some instances, e.g. lahontan trout recovery, they make sense, but the sooner everyone realizes that hatchery fish cost too much money and cause too many problems, the sooner we’ll all be better off.
I agree with nighthawk. They should be tried as a rapist and serve time in the appropriate prison. Not the Martha Stewart “Aw Shucks Type”! Let them make license plate for the State for 20 years!

We had the same thing happen here in Montana the only difference is that the state did it and would not admit it. To bad you can’t get them fined and some to lose there jop’s. But that is goverment for you. Ron
