I use a small hollow metal cylinder, think brass ballpoint pen refill, that will fit in my Dremel tool and cut them from old flip flops. You and tie the resulting foam cylinder directly to the hook shank for approximately the same effect. You might find a broken umbrella has a good size metal cylinder on one of the supports, the main shaft is good for cutting popper bodies.
