If you stick that on your vest make sure you have a quick release system else if you fall in you would surely be dragged to the bottom.
I wouldnât know how to use it.

Iâm beginning to wonder about you.
In addition to the 87 implements, it would make a very effective anchor for my float tube, but itâs slightly more âpriceyâ than a bag of rocks. I wonder how many theyâll sell?

I do have a Swiss Army knife on a zinger and find it quite helpful at times. But the posted one is just plain absurd! I suspect they created it for PR reasons.
The posting does state:

That thing would need its own float tube! By the time I found the gadget on it I needed, I would have forgotten what I needed it for! Does it come with a schematic drawing?
