I used to live in the Panama City area and went through Port St Joe a lot.
There use to be a lot of fishing there. Fish near the rocks I am sorry I cannot be more specfic but it has been a long time. Be careful up there the fish are good size.
I hope someone from the area sees your post. Maybe post on the main Board asking about fishing the PSJ area. Some of them fish more fresh than salt.
