mash barb, start thread, wrap to point above barb and create bump
stack, measure (shank) a clump of hackle fibers; tie in tight against bump to set flare/tilt, trim
tie in moistened biot (notch-side down to get the ribbed effect); wrap to 2/3 mark, tie off/trim
tie in bright stuff
and the CH
tie in hackle and wrap; tie off/trim
