JC…I dont know why not. all your doing is putting a coat of colored exopy on.
One thing everyone has to remember is that adding epoxy makes tolorences become critical , because your adding material …Especially in the case of doing a reel seat. After the reel seat is done you better make sure the reel still fits in its hoods both rear and in the grip.
Remember, you just made the insert of the reel seat thicker!

But, you could make a rod with it ahead of the cork, on the ‘slightly undersized’ reel-seat and the handle of the clients reel; and they would all match, kewl. 
Fit the seat, tape off what can’t be done and do the exposure?
Or do the seat and sand back to fit the hood…whats under won’t be seen?

If I were doing a reel seat, I would sand the insert taking a couple thousands off. Then I would apply the marbelizing to the insert only.Once finished, check the reel for fit. Adding thickness would be much easier than trying to remove it.
