Hirano's Skater (variation)

Scaled down version to throw at some stupid cutts. Unfortunately, the river with a decent October Caddis hatch where I wanted to try it currently has Two Type 1 fire crews, five Type 2 crews, 14 engines, three water tenders, three helicopters and an air attack fixed wing airplane assigned to fight a serious fire. Fall can’t come soon enough.
