Might need to register but its free and a whole slew of good info on the Texas flats in case you don’t get any other info. (never fished that area so this is the best I can do)
One of the go to flies in Texas is always a chartruese / white clouser. Also, small poppers in copper, red/white and chartruese. That time of year can also give you some good surf and near off shore fishing. There may be some good fishing off the jetties, too. Here are a couple of links to get you going in the right direction.

Teo, Clousers in all colors and as mentioned before poppers… There are some Snook int he Brownsville ship channel so bring some Sea Deucers and other large patterns perhaps a Cockroach…
