Can anyone out there recommend a down locking aluminum reel seat for a 4 or 5wt. fly rod? I’ve never used one and I figure they would be cheaper and lighter.

Have you thought about a skeleton cork seat with cap and ring or dual rings?

If you want less expensive, lighter AND better (physically) … look no further than a Fuji graphite spinning reel seat. Other than the fact it doesn’t look “traditional”, you can’t possible do any better.
