When I used to dye feathers, many moons ago, I used Veniard dye with very satisfactory results.

These days, though, many of my dyed materials come courtesy of a friend who uses mostly Dylon fabric dyes. For the pattern shown this dye was used for wing, tail and body hackle. The dye color is Tulip Red.

The wispy front hackle comes from a Whiting Farms saddle - I do not know what dye was used to color it.
