By stripping do you mean removing the original finish/paint? Some people remove the finish with CitrusStrip. If you sand be careful not to sand into the fiberglass itself. After the finish is removed wash the blank and the clean it with denatred alcohol. Now you can paint it or just coat it was Lotech Joe suggested. Be sure to use exterior urethane since it has ultraviolet filtering properties which will protect your rod.
Another option is to remove all the guides and use Pledge, or a premium auto polish. I clean an old Montague glass rod and then rubbed a couple coats of butcher block oil on it and it looks great. If you are going to fish it a lot I'd go with the exterior urethane.
