Just wondering if a tadpole would be considered a terrestrial bug or not?

from Latin terrestris, from terra earth
Terrestrials are usually things, in fly-fishing lingo anyway, that are insects, and are not water borne. Things that live on dry ground and blow into or fall in the water.
Tadpoles are aquatic in birth, and are in the Streamer Category of Fly Patterns.

Down in the bottom of the Itty Bitty Pool.
Swam Three Little Fishies, and a Mommy Fishy too.
"Swim", said the Mommy Fishy, "Swim if you can!"
And they, swam swam, all over the Dam.

Seems like you are asking two questions rolled into one.
The first question - is a tadpole a bug (insect). The answer is no, because a tadpole is an immature frog.
The second question ? is a tadpole aquatic? The answer is yes, because it lives in or on the water.

Country Gent,
To simplify, you asked:
"Just wondering if a tadpole would be considered a terrestrial bug or not?"
No, it's not.
Good Luck!
