No, LEDs are very specific in the wavelength they produce. Contact the company that you bought it from and they should replace it. If they are unresponsive leave bad feed back, they will likely get back to you quickly
Eric is right, the LED lights work at specific wavelengths. There are LED flashlights that operate in the UV wavelength, and they are sold as such. Most LED lights operate outside the UV range and will not cure UV type substances. As for the Ebay purchase, send a message to the seller to see if the seller will rectify the problem. If not, then leave a negative feedback, those can be a killer to people selling on Ebay. But, first, contact the seller to seek satisfaction.

Most UV LED lights will work with any UV resin sold for fly tying, e.g. UV LED's sold for finding scorpions or pet urine stains. The ones for curing UV nail polish definitely work.
The quality varies enormously though. Both the power and reliability. Some cheap ones are pure crap, and some are just as good as the ones sold by fly tying suppliers. Based on reviews in fly tying forums and articles, I bought this one on Amazon - $15, works with Loon UV and comes with a rechargeable battery. Many fly tiers use $5 UV LED's with success.

Bought this one off eBay when it was $6. Works fine, single bulb, twice as bright as the one from Loon.

I'm with Don P. I bought one and it works fine. I even did a comparison with the expensive one and the cheap one was fine with the Loom UV Resin.
