I really don't think so. Tungsten is very heavy for its size. To even get close to that kind of weight in a hook you would have to go to an exceptionally large and heavy hook style, and even at that it would probably not drop as well as a smaller hook with a tungsten bead.

No, John is bang on the money, no hook is going to be as heavy as a tungsten bead, if you want to get down you can't beat the bead. If you don't like to use a bead then a few wraps of lead will do ok but still not as heavy as Tungsten.

Beads, lead and dumbells all change the way the fly works in the water. It's about getting different movements in the water as much as it is about getting the fly down to the water column you are seeking.
Turvey brings up a good point.
Several things involved in how you weight and what you weight with.
If all you need is depth, then just make the fly as heavy as possible. Heavier hooks. Beadheads, tungsten if possible. Plus as many wraps of lead as you can fit under the pattern for smaller flies. Lead or tungsten dumbbells and the lead wraps for larger flies.
That will get the fly down as far as is possible as long as you can still cast it. (I know there are fishing techniques to help get the fly down as well, not addressing those here).
If you are looking for the ability to change the action from the fly, how and what you weight it with has infinite possibilities. That's another discussion enirely.
