I really don't see any evidence that felt will be totally banned. It appears Alaska and Maine (I think) have gone that route, but by in large, it's putting a band-aid on a gunshot wound. Like someone said earlier, insoles, gravel guards, and laces carry way more hitchhikers than felt soles. It seems there is a lot of fear mongering going on to push felt out, mostly be certain manufacturers. From a lot I've read, it seems governments are researching this more and finding banning felt is not the answer, it's educating sportsman on how to clean their gear to avoid spreading contamination.

Who knows what'll happen in the end. I'll just keep cleaning my gear properly until they pry the cold, wet felt from my feet
