Thanks to gsmith566 I found it. It was the TROUT MRE. I'd like to try it with stiff, tail fibers from Microfibbets or natural paint brush fibers thinking that they might add in floating the tail. Any comments?

I'd change to a standard dry fly hook if you want the tail to support the fly, or shorten up on the body if you use an emerger hook like the one in the video so the tail's not pointing down. Kinda seems the idea of the fly is to have it hang down like a Klinkhammer with the snowshoe/poly wing acting like a pfd.
