My experience is that the popper size isn't the same as the hook size. I bought (I think?) size 4 bass popper bodies, and they seem to match up perfectly with a Size 10 Umpqua "Special Use" hook, like the style in your bottom hook picture.
But...in my case, I can't figure out why this is considered a size 10 hook, because they are plenty big...way way way bigger than any standard size 10 hooks? I figured it had something to do with the "Special Use" designation?

The rule that I use is the length of the body, it should be just a little more over 50% of the shank of the hook, on the kink shank hooks that is usually just past the kink. I prefer the kink shanks because it helps keep the head from turning. I have used stinger hooks by tying a piece of 50# mono on the top of the hook and then putting super glue on it hold the mono in place.

Regardless of what chart you use you need to ensure that the popper body ends on the hook shank before it becomes a hindrence to your hook ups. A good rule of thumb is the body should not extend past the hook point.

After looking carefully, you bought tapered or cupped bodies in #4, that would require the #2 hook.
They only sort of match up. That's how I see it, if I missed something, disregard.
Also, the TMC hook makes a "better" choice or a Gamakatsu Bass Stinger as they both have a more open gap and after a cuple of years of almost exclusive topwater Smallie fishing, my unscientific research shows they result in more positive hook ups.
