Thats strange, that's what that is!
Most likely, it is an engineering marvel. If I had to sell that on a TV infomercial, I'd tout it as a compact fly rod, whose innovative design allows this short rod to load like a much longer rod, allowing even inexperienced casters to deliver fly line (and fly) to extraordinary distances, even when surrounded on 3 sides by tall grasses or trees!
And, if the the fish aren't biting, you can hook up your cell phone, CB or portable TV for crystal clear reception anywhere on earth!

I go with ice fishing rig! Of course, it could always be an Alaskan Halibut Rod.
Ice fishing rig -- used for jigs or ice flies -- sometimes used in a "tip-up" setup which has a flag raised when it "tips" to signify a strike -- so then it's "flying the flag".

I checked that linkage Panman but I see no mention of ice fishing....
I do agree those 'springers' could be used to fish through an ice hole.

The concept may be valid, if unconventional.
I bet you could cast a fly line with it.
