Sounds like the spring has become overly tightened. Take off the side plate, (CAREFULLY, so the spring doesn't suddenly uncoil and wrap around your head 9 times!) and release the spring pressure, that way.
It's also, possible, with the way the Pemco "triggers" are set up,the trigger has slipped its release cog position and so the spring isn't releasing when the trigger is pulled up.
Usually, all it takes, (sorry, I know, "it's ALWAYS EASY when someone else is only telling you how to do something!), but usually, you can put the cog pin back in place with a pair of needle nose, or, an awl.
