Default If you were targeting a TIGER trout?

What would you use in early season in a cold enviroment?

Try using any fly that can be stripped at brisk pace. Streamers or even wets.
Tigers are very aggresive regardles of temperature. If they are mixed with other trout they are more likely to hit fast moving target than any other trout.

Big flashy nymphs used with standard retrieve can also be effective.

I have caught a lot of tigers on PT nymphs and white marabou streamers.

    Default White Marabou streamers

Depending on the water speed and depth I use either heavily weighted with underwraps of lead wire or no weight at all. I always strip the marabou streamers, I don't like how they act dead drifted. Stripping speed depends on what the fish tell me they like via strikes.

Size? Usually a 6 or 8 on a standard streamer hook. I've never had consistent luck with anything bigger.
