Hi there,
Which end of the pheasant? I use the tippets for General Practitioners, Tippet Shrimps, then the rump feathers for other shrimp patterns and the crest for a variety of tails and to enhance wings. I guess they would not be specifically streamer flies but they sure are fun to tie, use pheasant and catch salmon.

It's a pretty effective steelhead fly. Don't know that I'd only consider it as a streamer but it can be fished that way.
