Bill made rods for many years in N Conway NH at his fly shop. He guided, built cane, graphite and glass rods, gorgeous reel seat fillers came off his lathe (used to belong to Garrison) and jewelry like furniture too. Bill closed his shop years back and has since resurfaced, remarried and busily supplying replacement parts for Pflueger Reels, i.e. his One Pfoot and other parts, don't know if he's making rods again but they were pretty much custom. I have a link to his website on mine. His rods were very well received and Bob Corsetti stated in his catalogs "Bill Franke makes a fine rod indeed" pretty good words coming from Bob.
