Unintelligible message, deleted immediately, any way to block pm privileges to new members without forum posts?

OK ... go to notifications (top of page) click on it ... in box click on it Messages column, click on the one you wan to delete (little boxes on the right) click on it ride down to Selected messages click ... dot to delete ... bottom of that column says proceed ... click on that one, and you're all done till the next one!

I was notified about this yesterday and have already permabanned them. It seems many of these accounts are resurfacing from around 2010. Please message me if you have any questionable pms.
