Per the Tacticalflyfisher site where I found this fly, it's supposed to have the lifting power of a Chinook CH-47 in a dry/dropper rig. Kinda have my doubts about that but standalone, it's a pretty cool-looking fly.
hook - Dai Riki 280 #12
thread - MFC 6/0 purple
shuck - egg yarn pink
abdomen/thorax - Ice Dub purple
wing - yearling elk bleached
overwing - Congo Hair hot pink
hackle - grizzly
Part 1
mash barb, start thread; tie in yarn and wrap to bend; trim (gap width)
dub thread/dub abdomen to 2/3 mark
clean, stack, measure (tips to shuck) a clump of elk; tie in/trim butts
measure (tips to wing) a hank of CH; tie in/trim butts
create a loop with the tying thread
