either way, they were directly under the operational control of "The Administration".... The Administration, who, surprise surprise, has taken basically zero heat from environmental groups OR the main stream media.
If they were contractors, then there was an EPA Contracting Officer overseeing the project, and also a designated Contracting Officer's Representative on site who has technical expertise regarding the work.
To the simpleton, proof does not matter once emotion takes hold of an issue.
