It works about as well as a padlock on something you want to keep. It keeps honest people honest, but does nothing to dissuade the dishonest from what they want to do.

Honest telemarketers (?!?) will respect the do-not-call list, but there are many groups who spoof the number they are calling from and pay no attention to this list. I have found that it has reduced the number of calls I get, but has not eliminated them.
