Byron, you must have the tungsten carbide version (black loops) which I understand lack serrations altogether. The std "gold loop" hair scissors are ~$16-17.

Barbers/stylists pay about $25 to have a pair of hair shears sharpened here. That makes sense when a budget pair is $300, and a $1k pair may last their entire career.

Again, don't attempt to sharpen the serrated blade; if you try, you'll just remove the fine serrations, not sharpen them. If you bring them to one of those sharpening services offered at craft/hobby stores, ask them not to touch the serrated blade.

Billspey gave directions for touching up the edge for someone so inclined. His process may work better for frequent touchups, particularly if you go to finer grit or polishing compounds. If you let the scissors become heavily worn or dinged, the bevel will be damaged, and the process won't do so much.

I wouldn't go to any great effort or expense to sharpen cheap scissors from Pakistan. They're just too soft to hold a good edge. (Speaking of the standard scissors, not TC or "razor" scissors - no experience w/those.)
