Sounds like the play is in the ferrule itself, rather than between the ferrul;e and the bamboo. I fyou're sure that's where it is, then you can tighten the female with either a drill chuck or a lathe chuck. Wrap 2 or 3 turns of masking tape around the femal, put it in the chuck so the the welt(raised ring around the opening)is just behind the jaws and tighten gently. Turn the ferrule and do this several more times, then try the fit. The trick isto go slowly and squeeze gently, you can always do it a little more, but if you overdo and make it too tight then you might ruin it. If this is a very good rod, then you might consider sending it to a rodmaker to be done.
