Hogan Brown's slowwater (or for when the fish get selective for foam things) Stimi ; kind of an oxymoron but cool looking. Change colors/sizes to suit your needs.

hook - Dai Riki 280 #8 (original was tied with a Tiemco 200, a hook for which I have little love)
thread - UTC 70 tan
tail - yearling elk bleached
body - dubbing tan
rib/underwing - Krystal Flash rootbeer
wing - 2mm foam tan
legs - medium rubber brown
thorax - Ice Dub golden brown
hackle - tan grizzly

Part 1

mash barb, attach thread at 2/3 mark and wrap back to point above barb

clean, stack, measure (gap width) a clump of elk

tie in, trim, smooth butts with thread; in a traditional Stimi, you extend the butts to 2/3 mark and let it act as a PFD; here you want the fly's tail dragging (you could also sub synth yarn for the elk)

tie in rib

dub thread, dub body, rib body
