Lots of options depending on what you like. I've seen ...
duck quill sections
turkey quill sections
hen hackle tips
duck body feathers
plastic or mylar sheet
poly or other yarn
Anything dark and that's the right size / shape (or can be cut / formed to shape).
That said, I tie most of caddis pupa without specific wing buds -- just shaggy dubbing and soft hackle.
Charlie Craven uses Superfloss (any of the spandex derivatives would work) on his Caddistrophic Pupa; pretty easy stuff to work with:

I am a fan of Brian Silvey's Caddis Pupa. He uses starling feathers. I will admit to leaving them off if I'm feeling lazy though.

Starling is also my material of choice to represent this feature on caddis pupa imitations.
