    California's Central Valley in winter.
Research: American, Yuba, Feather, Lower Sacramento Rivers.
    Areas Surrounding:
Yuba City ( Hwy 20 corridor ) east to Collins Lake area.
Redding ( and to the south of. )
Sacramento ( to the east of - but no further than Folsom. )
All should be below your target altitude.
Plenty of public access and if you'd like, there are plenty of fine low elevation lakes dotting the central valley that are open all year.
The variety of fish and seasons, allow you to fish all year.
Snow unlikely. Mostly clear sunny days - many in the 40's to 60's might even hang a couple of 70's in there.
The weather ( precipitation ) is the intangible in winter.
I live within a couple of hundred feet of the Feather, in the heart of stone fruit, steelhead, salmon, shad, trout, striper and smallmouth country.
