Just guessing - 4x on most situations. Maybe a 5x in skinny water.
To size tippet divide hook size by 4 and round up. 12 / 4 = 3, 14 / 4 = 3 r 2 = 4.
Don't know where the "rule" came from.
I think the old divide by 4 rule has been obsoleted by modern tippet technology. I use 5x fluoro for almost all of my stream trout nymphing, #10 through #20.
I usually go one size down from the leader I am using. I do mostly 4X tippet off a 3X leader. That is for fishing the larger rivers out west. Larry ---sagefisher---
I don't know if the divide by 4 rule is obsolete but I do adjust tippet size by breaking strength for warm water fishing and species. Bass don't seem to be leader shy and make quick work of a 6x tippet. However, they sometimes like a small fly...
I would use either 4x or 5x depending on the water.

With that size hooks (usually) I'll use a 4X in our larger (rocky) mountain streams. With slower and still waters I like the 5X.
Depends on the conditions and the size of the target species. Anything from 2-12# test, depending on a clarify, depth, target species, current, location, etc. Most common would be 4-6#, but could be lighter, and could be heavier.
