    This fly is tied, I believe, on an emerger hook?
    What is it representing, and, where and when do you fish it?

    Surface skimming top (or "bob") fly, in the Irish lough tradition.

    I am optimistic it may work (still to be proven) as a wet to chase SRC (See Run Cutthroat).

    The hook selection is my pref

    That is not how it works on the loughs. These patterns skim/bob the waves, and bring up browns - they generally do not imitate any specific bug.
