What I believe happened is that the Walmart clerk found a chart that shows what the non-resident fees are in each state. Apparently, Maryland DNR includes this chart to show how low their fees are compared to most other states. The clerk interpreted this chart as the list of fees to be charged to those in other states.

I contacted DNR and they confirmed that the fees were in fact $5 and $7.50 for 3-day and 7-day non-resident licenses. They also included a comment to the effect of "typical Walmart clerk behavior".

No, they don't they charge what other states charge Maryland residents, and have for years. See the fee table that I included above (where it says "Nonresident non-tidal license fees are equal to the fee charged a MD resident for a similar license by non-resident?s home state.")

    Addendum:

This may have changed this spring. The above quoted is from following the links that I buy license from every year (I'm a resident) and is what DNR's buy-it-online site (COMPASS) still says. However, according the latest regulations book (it comes out in the spring) fees are $5/$7.50 for 3/5 day license.

Looking back to the Maryland DNR site again, I see that the information inconsistent. The site refers to fees that are "reciprocal for state of residence", however this applies to the annual fee. They then link to a chart that contains the reciprocal fees, but this chart contains columns for 3-day and 7-day licenses as well. Maybe the Walmart guy was not the only one at fault. In any case, I've never seen this type of fee arrangement anywhere else.

Next year, Michigan's Annual Non Res All Species License will cost you $75. Ouch!

Correct. My annual MI license has been $43. (next year $75...which I wouldn't mind paying IF they were fair about Michigan Res All Species (they dumped it). Now just one Annual Licence that is cheaper ($28 now $25 next year) if you you wanted to fish trout. THAT is unfair. They should be charging something like $40.
