We own both. Only way,,, ya just gotta cast each. Side by side.
I'd say the XP is a more versatile rod. It handles wind very well, has a light in the hand feel and can punch flies out or drop them very softly. The TCR is more of a specilty rod. It's excellent if your fishing very windy conditions or like generating line speeds that will slice bread.
I own a 590-4XP and a 691-4TCR.
I second what pspaint said. For fishing, the XP is the (much!)more versatile rod for all-around fishing situations. The TCR is really set up for big casts in challenging situations. If you're looking for a 6 weight for saltwater use, the TCR might be a better choice.
The XP action is more forgiving. WHen casting the TCR, if it's lined up with the weight of line that corresponds with the rod designation, can be a pretty critical mistress. If you're off at all in your stroke (which can happen even to the best of casters part way through or at the end of the day), the TCR can frustrate some folks. The TCR also balances differently and 'feels' heavier. The XP is a very nicely balanced rod.
Like Jim said, you really need to go out and cast them side by side, ideally using comparable lines. Even though I enjoy my TCR (it's a specialized tool in my rod quiver, used for long distance casting practice and for saltwater beach fishing), I think you'll find more XP fans than TCR fans.
IMHO, the XP is one of the best all-around and versatile rods available.

The Sage XP is my first choice in rods. I hate the TCR but quality casters can toss it far.
