Take regular round lead wire and flatten it by using a rolling pin. Just wash the rolling pin afterwards.

Use a cutting board and a ROTARY cutter. It is a circular blade that rotates so there is slippage deformation. You get precise cutes by using the grid on a cutting board and the board will not dull the blade.
