They can, especially with good deeper cover close by...

In this summer heat, I have my best luck fishing in the evening 7-9pm near cover weeds or brush in 5-6 feet of water. The smaller fish are willing to stay in more shallow water but the larger fish (10+ inches long) go deeper. When you find a really good looking spot with 5-6 feet of water with overhanging trees or bushes try casting a black capspider as close to the tree/brush line as possible, let it sinks for 2-3 seconds and retrieve it with short 1-2 inch strips with 2 second pauses between strips. The larger fish can be very subtle when taking flies so watch the tip of you fly line/leader for any pauses or small twitches. Similar to fishing a nymph for trout. Good luck!

You can catch all you want in deeper water. The banks get beaten to death. I'm catching 95% of my gills 9-10' deep well off the banks.
Do you use floating or slow sink line at the 10' depths?
I use floating lines with unweighted flies. Move them very slowly.
Fish will come up and take them.
