This is likely the time of the server adjusted for your local timezone (I think there is setting in the userCP to set your timezone). For instance it states that local time where I am is 9:58am which is, as you noted 2.5 hours later than it really is. My guess is the server that hosts the site has the wrong time and needs to be adjusted.
