If a company is more than a couple of people or if the job is part of a public agency or does business with the government in any way, there are so many procedures and rules that must be followed to prevent someone from claiming discrimination. Hiring the best person is no longer easy, even when the person is clearly more qualified. The time schedule for the company is rarely ever as urgent as it is for the person applying for a job. The person making the decision is probably not affected by the hiring of another employee and has more "urgent" thing on their calendar.
