I've got 2 guesses. A reel handle? Or...a reel spool spindle covering that you would tie your backing to?

Years ago, the lead for mech. pencils came in a wooden cylinder just like that. That was my guess before looking at the answer....

By the way, after leaving the river one cold day, I stopped at a little store and while waiting for the waitress to get me a cup of hot coffee to go, I noticed that on the front of her T-shirt was the following:
"AGE IS A MIND OVER MATTER THING"
and on the back of her T-shirt it said:
"AND I DON'T MIND BECAUSE YOU DON'T MATTER"

I remember Mom getting needles for her sewing machine in a wooden tube but have never seen fish hooks in one. I would have guess toothpick holder if I had not peeked first.
