I've got a very strange question, hmm.

I have a fishing vest from Scierra, it's bothering me that there is one thing on it I don't know I should/could use it for

It has a velcro (http://en.wikipedia.org/wiki/Velcro) fastening in the upper part, but the "hooks" are all facing inward, there is a small pease of velcro that comes with it, mabe 1cm x 4cm, it can be fastened with the other velcro.
I don't know if you understand my description, the velcro is as I said with its back fasing out.

I don't have a clue what this is for
