Great reasoning! Frankly my guess the laws need to be written in very, very general terms. If not it would be impossible to prosecute actual offenders who would kill such gracious birds just for their feathers. If they were to prosecute everyone that ever picked up a wild bird feather or egg shell on a nature walk our courts and jails would be packed.
I have to believe our government has some commen sence when it comes to collecting a feather found on the ground.
