even though i always wear a wading belt, my waders fill with water when i fall in. i wear the belt snug but not so tight i can't breathe. what's wrong here? does this happen to anyone else?

in the stream, the water-filled waders have neutral bouyancy and i have no difficulty moving around; however, getting out of the water is nearly impossible. i have to empty the waders before i can move, and that is a laborious and terribly cold undertaking, involving as it does safely stacking rod, staff, net, vest, and jacket where they won't wash away, and then getting the wet waders first down and then back up. they stick to my clothing and generally make it all very hard.
