Jann's has a few for about $56, tops. If you pieced it out you could dress up the seat and still be well under your $75 budget.

What size rod should I buy him? Would a medium/heavy do the job?
Lakes for largemouth bass and rivers for smallmouth are two different rods. I recommend that you split the difference and go with something in the middle. Probably a 6'6", 6-12#, Fast Action.
If you build it with Fuji Aluminum Oxide guides, Fuji reel seat and EVA grips you will come in under budget and with a nice rod.

I like Jann's, but I would also look at Mudhole's new MHX blanks. They are getting very good reviews and the kit price would come in at the $65 -$75 range. Personally, I would go with a medium rather than medium/heavy, but that is just my preference.
