I contacted my good buddy in Dublin. He sent this link. http://www.cfb.ie/fishing_in_ireland/ghillies/index.htm
I hope it helps.
Trout don't speak Latin.
My ( two time) fishing trips to Ireland were spent mostly in public houses where vast quantities of Guinness were consumed. My favorite river was the Maigue just outside Adare (Manor) where we stayed at the Dunraven Arms and ONCE in my life hired a guide ( Gilly) who led us to more pubs than fish ( and that was not all bad). Ireland is a very beautiful country with people to match so don't waste your visit ONLY on fishing.

I looked into fly fishing in Dublin several years ago. If I remember correctly, most of the Liffey River was open to the public, or open once you got permission from some sort of organization. Sorry I can't be more specific.
There should me more info on the web.
In general, the problem with fishing in Ireland is that much of the water is closed to the public.
