Hmmm, wonder why this fly is just popping up on all the boards all of a sudden. It's been out for years. Normand has it right, but don't flatten the mono, leave it round as it'll help form the taper. A lighter colored bead in the middle (I use 3) helps with contrast. Mason's hard nylon (10-12lb) works well to string em up, but flatten the tie in point to help tie it in. I like UV knotsense as it's easy to get a body set up with it but then you have the tacky surface to wipe off and then you gotta shine it up with a finish coat of whatever you prefer. Sun curing it might help with this as I think it's less tacky when you cure it in the sun IMO.
